Climate change blamed for Australia's extreme weather

The east coast of Australia has been drenched by floods and torrential rains, even as recent bush fires affecting much of the country continued to burn. Four people are known to have died as Australians get a further taste of extreme weather that is predicted to become more common as the planet warms.

The deluge came as a storm that started as tropical cyclone Oswald just north of Australia was dragged south over most of the east coast by a low-pressure system extending all the way to New South Wales, says Richard Wardle of the Bureau of Meteorology in Queensland. As it hit land, Oswald lost its cyclone status but remained a "vigorous" storm, Wardle says.

With no low-pressure zone further east to pull Oswald out to sea, the storm stayed over land, moving slowly south and dumping huge amounts of rain on coastal communities. Bundaberg, a town in Queensland, experienced its worst-ever flood as the storm lingered nearby for nearly 24 hours, leading to the evacuation of 7500 people from their homes. In Brisbane, the floods were almost as bad as those that devastated the city two years ago.

Climate change to blame

In Queensland and New South Wales, the deluge arrived while the bush fires that broke out two weeks were still smouldering. At the time, the Bureau of Meteorology said that the exceptionally hot, dry weather that led to the fires was "consistent" with climate change. Experts are now drawing the same conclusions about the rains.

"The frequency of more intense events is going to increase. Droughts, heatwaves and ? in northern Australia ? rainfall events and tropical cyclones are going to be more intense," says Jon Nott of James Cook University in Townsville, Australia, who researches extreme weather events.

Nott says that more intense rainfall in the tropics and subtropics is one of the things we can expect with global warming. The connection between tropical cyclones and climate change is complicated: fewer cyclones are expected, but the ones that strike will be more severe. They could also become 20 per cent wetter.

Nott points out that Australia might be experiencing a "double whammy" of climate change and natural variability, driving wetter conditions. One natural pattern, the Interdecadal Pacific Oscillation, affects circulation in the Pacific, and reverses every 20 or 30 years. It flipped about five years ago for the first time since 1977, bringing warmer waters to Australia's east coast. "During those phases, Queensland sees more flooding, more rainfall, and more landfalling tropical cyclones," Nott says. Climate change will only compound the effects of such patterns, he says.

Drastic flood insurance changes set for 2014 - The Plaquemines ...

Due to legislation passed in July of 2012?the Biggert-Waters Flood Insurance Reform and Modernization Act? there will be major changes coming to the National Flood Insurance Program in 2014, with changes for business owners coming into effect August of 2013: federal subsidized flood insurance will end, homeowners who rebuilt after Hurricane Katrina will no longer be grandfathered in, and premiums will be priced based on the damage history of a property, among other changes. All
in all, homeowners can expect to see an annual increase of at least 20 percent for the next five years.

The National Flood Insurance Program and FEMA conducted public meetings in Belle Chasse, Port Sulphur, Pointe-a-la-Hache and Buras discussing the Biggert- Water Act and its effect on the future of Plaquemines Parish. FEMA?s new base-flood elevation
on the maps require home and business owners outside of the 100-year protection system?south of the Oakville Flood Wall on the Westbank, and the entire Eastbank? to elevate between 16 and 21-feet, depending on the area, to avoid a massive rate hike.

At the January 24 council meeting in Pointe-a-la-Hache, the Plaquemines Parish Council and Parish President Billy Nungesser urged the public to get informed on the sweeping changes to flood insurance.

?My understanding, on the briefing I received, is that anyone building will have to build to the new elevations, if you?ve already built below those new flood elevations your rate will be unaffordable,? said Nungesser.

The parish must adopt FEMA?s new flood maps by 2014, or the entire parish will not be eligible for flood insurance or federal disaster assistance.

?Alternative? We don?t have an alternative right now,? said Councilchair Byron Marinovich, after a resident asked what the parish?s options were. ?Our only choice right now is to not adopt FEMA?s flood maps, or the whole parish will not be
eligible for flood insurance or federal assistance.?

Speaking to the challenge of repeatedly getting federal disaster funding for such a small community, Nungesser said that going forward, he would like to see the parish put away $5 million per year into disaster fund, as a precaution for future storms.

?Had St. Charles Parish not been devastated we would have been writing the whole check for this storm [Hurricane Isaac],? said Nungesser. ?For future disasters, if we don?t see a large metro area receive the same damage the numbers will not qualify us for state or federal help, that?s something we need to plan long term for.?

Marinovich stated that he and other councilmen were ?going to Washington in the next week or two to talk to delegates about this.?

Councilman Burghart Turner stated that ?we should not adopt or accept these maps at this time.? Marinovich agreed.

Those from the professional sector are just as worried about sweeping changes. Local insurance agent Bill Bubrig says that as he and other insurance professionals see it, the most trouble lies not only for those rebuilding but the other structures that were built years ago to the old standards.

?After looking at the DFIRMs [new FEMA flood maps], it looks like everything in South Plaquemines is in a DV zone, which means you have to elevate 16 feet up to be in compliance,? said Bubrig. ?You can?t take every house down there and expect them to elevate; you?re talking about thousands? of dollars.?

In the speaking test, listen carefully to the question and answer it as if you were speaking to a friend. Try to speak without thinking too much; forget the grammar and just have a normal conversation.

In the writing test, take some time to understand each question and plan your answer. Check the question every time you write a new idea; make sure that everything you write is relevant. If part of your answer is not related to the topic you will lose marks, even if your grammar is perfect.

2 soccer players among 27 dead in Egypt port city

CAIRO (AP) ? The director of hospitals in Egypt's Mediterranean city of Port Said says two soccer players are among the 27 people killed in riots there.

Violence erupted in Port Said after a judge sentenced 21 people to death in connection with a Feb. 1 soccer melee that killed 74 fans of the Cairo-based Al-Ahly team.

Dr. Abdel-Raham Farah says Mahmoud Abdel-Halim al-Dizawi, a soccer player in Port Said's Al-Marikh club, was shot three times and died.

He says Tamer al-Fahla, a soccer player who used to play for the city's main Al-Masry team, was also shot dead on his way to Al-Marikh club.

The club is near a prison residents tried to storm Saturday to free defendants in the soccer trial. The military has been deployed to try and restore security.

Four-stranded DNA, a database of alien planets, a new super-chemical to kill hospital bugs and a byzantine gamma-radiation blast. You can almost picture the plucky heroine trying to unpick the galactic conspiracy before someone loses an eye -- and if you've already cast weepy Clare Danes in the role, then you've already passed the entry exam to read Alt-week.

NASA's Kepler observatory is designed to explore strange new worlds, seek out new life and civilizations traces of exoplanets and has clocked up around two thousand unconfirmed sightings. The team behind the program have decided to lessen the workload by opening up its findings and letting armchair astronomers worldwide participate. As well as being able to chip in with opinions about what constitutes a planet, the team are letting students develop data mining experiments, looking for patterns that could assist in the discovery of alien life -- or just look neat when graphed visually.

DNA can only be found in a double helix, right? That fact seems destined for the biology section of Snopes after scientists found a quadruple helix. A team at Cambridge University used structure-specific markers to tag the G-Quadruplex, proving that these structures can exist in the human body as well as in petri dishes and in simple organisms. It transpires that they can form during cell division at the point where DNA is being replicated, and may have a hand in the development of some cancers -- meaning they're of great interest to oncologists.

Uribana Prison Riot Kills Dozens In Barquisimeto, Venezuela

CARACAS, Venezuela ? Venezuelan authorities promised a high-level investigation Saturday into a deadly prison riot that reportedly left dozens of people dead when National Guard soldiers clashed with armed inmates.

Vice President Nicolas Maduro called the violence tragic while speaking on television early Saturday and said Prosecutor General Luisa Ortega Diaz and National Assembly President Diosdado Cabello would lead the investigation. He and other officials didn't give a death toll from the riot Friday at Uribana prison in the central Venezuelan city of Barquisimeto.

"The prisons have to be governed by law," Maduro said.

Humberto Prado, an activist who leads the watchdog group Venezuelan Prisons Observatory, said inmates' relatives and media accounts put the toll at 55 killed and 88 injured.

The Venezuelan newspaper Ultimas Noticias and the television channel Globovision reported more than 50 killed, both citing Ruy Medina, the director of Central Hospital in the city.

Relatives wept outside the prison during the violence, and cried at the morgue Saturday as they waited to identify bodies.

Penitentiary Service Minister Iris Varela said Friday that the riot broke out when groups of inmates attacked National Guard troops who were attempting to carry out an inspection.

Varela said the violence had affected a number of prisoners and officials, but said the authorities would hold off until control had been re-established at the prison to confirm the toll. She said the government decided to send troops to search the prison after receiving reports of clashes between groups of inmates during the past two days.

The death toll provided by Medina rose late Friday after he had initially reported four killed and dozens injured. Ultimas Noticias reported that the victims included a Protestant pastor and a member of the National Guard, as well as inmates.

Opposition leader Henrique Capriles condemned the government's handling of the country's overcrowded and violent prisons.

"Our country's prisons are an example of the incapacity of this government and its leaders. They never solved the problem," Capriles said on his Twitter account. "How many more deaths do there have to be in the prisons for the government to acknowledge its failure and make changes?"

The Venezuelan Prisons Observatory said in a statement that in 2007 the Costa Rica-based Inter-American Court of Human Rights had ordered the government to seize weapons that inmates had in their possession at Uribana prison and to take measures to avoid deaths in the facility. The group called for the government to release a list with the names of the dead and wounded in Friday's violence, as well as details about weapons seized in the search.

"No one doubts that inspections are necessary procedures to guarantee prison conditions in line with international standards, but they can't be carried out with the warlike attitude as (authorities) have done it," Prado told The Associated Press in a telephone interview. "It's clear that the inspection wasn't coordinated or put into practice as it should have been. It was evidently a disproportionate use of force."

Prado's group says Uribana prison was built to hold up to 850 inmates but currently has about 1,400.

It was the latest in a series of bloody riots in the country's severely overcrowded prisons where inmates often freely obtain weapons and drugs with the help of corrupt guards. Venezuela currently has 33 prisons built to hold about 12,000 inmates, but officials have said the prisons' population is about 47,000.

In April and May, a prison uprising in La Planta prison in Caracas blocked authorities from going inside for nearly three weeks. One prisoner was killed and five people were wounded, including two National Guard soldiers and three inmates.

Two months later, another riot broke out at a prison in Merida, and the Venezuelan Prisons Observatory reported 30 killed.

In August, 25 people were killed and 43 wounded when two groups of inmates fought a gunbattle inside Yare I prison south of Caracas.

Chavez's government has previous pledged improvements to the prison system, but opponents and activists say the government hasn't made progress.

Varela, the prisons minister, said news media including Globovision and a local newspaper had done reports on the inspections, which she said had in fact been a "trigger for the violence."

Prado denied that, saying: "The problem isn't the work of the media. The problem is that the government hasn't disarmed the prison population."

There?s not a lot to say here except that this will be the best chocolate cake you ever bake. Ever. It has stood the test of time, fads, and the convenience of box cake mixes. This chocolate cake recipe first appeared in The Christian Science Monitor in the 1930s or ?40s. It was reintroduced to readers a few years ago in this?essay.

When my mom gave me cake tools for Christmas this year, an eight-layer cakemaker complete with a plastic wand with interchangeable parts for carving pretty patterns in the icing, I decided to put them to the test for a friend's New Year?s Eve birthday bash.

I don?t think I had even made a double-layer cake before attempting this towering masterpiece.

I layered the cake with alternating buttercream frosting and raspberry preserves that I heated in the microwave for about 10 seconds to get it to a spreadable texture. I covered the sides and top with a chocolate buttercream frosting. I adapted the frosting recipe a bit from the original recipe, made it less sweet, which I think works just fine ? because this is a really moist, dense cake.

On a whim I decided to use a few fresh flowers for a decorative touch, since I don't quite trust my skills yet to make frosting flowers.

It?s?delicious?either as a simple sheet cake or dressed up into a multilayer celebration cake.

There was just enough to give our revelers a nice big piece each ? and left the Birthday Girl with a giant piece to eat the next day, which she did for breakfast. While sweet endings are nice, sweet beginnings are even better.

Chocolate cake

2 cups sugar

1-1/2 sticks butter

1-1/2 cup boiling water

2 cups flour

1/2 cup unsweetened cocoa powder

2 teaspoons baking soda

1/2 teaspoon salt

2 eggs, beaten

1 teaspoon vanilla

Preheat oven to 350 degrees F. Grease and flour a 9- x 13-inch pan or two 9-inch round cake pans. If you are using round pans, it is recommend that you cut out a piece of parchment paper and line each pan, since this cake tends to stick.

Place butter and sugar in a large mixing bowl. Add boiling water and stir until the butter and sugar are dissolved.

Sift the dry ingredients into the batter and combine. Add eggs and vanilla extract and mix well.

Pour into prepared pan(s) and bake about 35 minutes, or until a knife inserted in the center comes out clean.

Note: Homecooks who have used this recipe find that the cake rises higher in the middle.

Vanilla Buttercream Icing

1/2 stick butter, room temperature

3 cups powdered sugar, sifted

1-2 tablespoons milk

1 teaspoon vanilla

Cream butter until fluffy, gradually add powdered sugar. Stir in milk, 1 teaspoon at a time, until you achieve the consistency you want. Add vanilla. This is a thick, rich icing.

Sift the dry ingredients (flour, cocoa, soda, salt) into the batter. Mix well. Add eggs and vanilla and mix until well combined.

Chocolate Buttercream Icing

1-1/2 sticks butter, room temperature

2 cups powdered sugar, sifted

3 egg yolks, unbeaten

6 1-ounce squares unsweetened baker?s chocolate

In the top of a double boiler, melt the chocolate completely. Remove from heat, allow to cool.

Cream butter until fluffy, gradually add powdered sugar. Beat in egg yolks, one at a time. Add in chocolate, beat until desired consistency.

The recent media hysteria surrounding blacklisting in the UK construction industry has evoked a resounding silence amongst many practitioners because this widespread clandestine practice is nothing neither new, nor restricted, to the construction sector.

Surprised? Well, the moral rights and wrongs of this issue are not straight forward and key questions should not just be whether blacklisting occurs but whether such is in the public?s best interest and if the information is freely accessible. There are many common examples of both explicit and implicit listing, and whether these are viewed from a positive or negative perspective is not always clear-cut and often a matter of personal judgement.

Media repeatedly banquet upon horrendous stories of incompetent, illegal or rogue cowboy builders, whilst the Health and Safety Executive (HSE) regularly publish news bulletins on those who breach relevant safety legislation and are either fined or even imprisoned. Such explicit naming may seem negative as reputations are inevitably damaged (often irreparably) but this is rightly so in many instances ? the public should be warned of inept or illegal organisations, companies and individuals.

Conversely, an increasing number of websites are proactively recommending reputable builders, and some professional bodies are claiming to represent only the finest of tradesmen within their associations. I understand ?redshirting? youngsters to help them be better in sports is becoming the trend. It may be acceptable to hold back a child entering kindergarten, but I cannot understand it for a 13-year-old boy who will be entering eighth grade. Our wonderful, intelligent, sports-loving grandson is slight in build and has asthma. Our son-in-law is so desperate for his son to excel in sports, he has made the decision to hold him back in seventh grade to ensure he makes the school sports teams. How will he explain to his friends that this is not for academic reasons, but to help get him in the starting position for sports? I?m afraid the embarrassment of this will be devastating. Suspects arrive at court for India gang rape trial

NEW DELHI (AP) ? Five men accused in the fatal gang rape of a young woman on a New Delhi bus have arrived at a special fast-track court for the start of their trial.

The court is expected to hear opening arguments Thursday as the rape and murder trial gets underway. A sixth suspect claims to be a juvenile and is expected to be tried in a juvenile court.

Weeks of protests following the attack last month prompted the government to set up the special court to deal swiftly with crimes against women.

UFC on Fox 6?s fighters are happy to fight in their own backyard

CHICAGO -- UFC on Fox 6 is packed with homegrown talent. Clay Guida, Mike Russow and Ricardo Lamas all grew up in the suburbs of Chicago. Anthony Pettis is from nearby Milwaukee. Eric Koch was raised in Iowa, then moved to Milwaukee and trains with Pettis. The card has a noticeably Midwestern feel, and the fighters are happy about fighting so close to their own backyard.

For Guida, there is an extra thrill in fighting Hatsu Hioki at the United Center. Growing up in Johnsburg, Ill., he watched the Bulls dominate the 90s from that arena, and later, saw the Blackhawks win their first Stanley Cup in 53 years. Guida was at the Blackhawks' home opener on Tuesday night, and it's quite moving for him to get to compete in the same place.

"I've been going to sleep with an even bigger smile on my face knowing that I get to fight in the friendly confines, the Madhouse on Madison, you're going to see the true definition of the madhouse. I get chills every time I think about it," Guida said.

"To be able to perform in that stage, the house that Jordan built, and [Scottie] Pippen, and John Paxson and Bill Cartwright, and all these guys, the six-time champion Chicago Bulls, the former Stanley Cup champion Blackhawks, it's an honor. To see my dad and my aunts and uncles and that this is where they watched those teams, I'm kind of at a loss for words for it."

Lamas wrestled and coached at Elmhurst College, a division III school in Chicago's west suburbs. The wrestling team was so excited about Lamas' fight in Chicago that they made a change to their schedule.

"They have a meet in Wisconsin, it was a quad," Lamas said. "They canceled two of the matches so they can make it back in time for my fight. My head coach, my old coach, they're all going to be there."

But that doesn't add any pressure to Lamas.

"Honestly, it makes me feel more comfortable being at home, being surrounded by people I'm familiar with. If anything, it makes me more comfortable and will help me perform better on Saturday night."

Koch will face Lamas and his large cheering section, but he's hoping to draw energy from his own fans.

"Chicago, I know this is Lamas' hometown, but I'm right down the road. It's not a problem for me. It feels like an old school fight. It feels like a local fight, like I used to drive in Iowa," Koch said.

Koch was slated to face Jose Aldo in a title fight in July, but an injury took Koch out of the match. The title shot went to former lightweight champion Frankie Edgar. No matter who is in the crowd, Koch is focused on getting his title shot back.

"I used to fight in front of my family all the time. I used to have big crowds for cheering for me. It doesn't bother me. I'm here to get my title shot back."

Pettis, who will fight Donald Cerrone, sees the extra fans in the crowd as no different from the ones who fill his sports bar in Milwaukee.

"I fight on pay-per-view on my sports bar back home. Every time my bar is filled up for my fights. I don't think it's more pressure, I'm going to feel more relaxed knowing my family is in the audience. Afterwards, they can celebrate with me."

Kaiser study finds Medicaid coverage gaps in U.S. states

WASHINGTON (Reuters) - U.S. adults who qualify for Medicaid often must have incomes well below the federal poverty line, while adults who have no dependent children are allowed to receive benefits in only nine of the 50 states, according to a survey released on Wednesday.

The survey by the nonpartisan Kaiser Family Foundation provides a snapshot of widespread coverage gaps in national healthcare program for the poor, less than a year before Medicaid is scheduled to undergo a dramatic expansion under President Barack Obama's healthcare reform law.

Kaiser, which tracks health issues, found that Medicaid coverage in 2012 was stable for children and pregnant women, who are among the program's targeted beneficiary groups.

But eligibility for parents was limited on average to those earning no more than 61 percent of the federal poverty line, which equals about $19,000 a year for a family of three. Thirty-three states required parents to earn less than the poverty rate, with 16 restricting eligibility to less than 50 percent.

Nine states extended full Medicaid coverage to adults without dependent children while three states, Hawaii, Illinois and Minnesota, reduced eligibility for adults where it was not required by federal rules.

Medicaid, which is run by states but has federal funding and oversight, represents a major budget expenditure for state governments. Many have sought to curtail benefits and eligibility in recent years because of fiscal constraints imposed by the recession and a slow economic recovery.

Benefits and eligibility can vary widely from state to state, with many limiting Medicaid coverage to defined groups, including children and their parents, pregnant women, the very old and people suffering from certain health conditions.

Obama's reform law, known as the Patient Protection and Affordable Care Act, offers states Medicaid funding to provide health coverage for most Americans earning up to 133 percent of the poverty rate from January 1, 2014. The cut-off equals about $24,000 for a family of three in 2012 dollars.

But the expansion has encountered political resistance, mainly from Republicans. More than half of state governors have yet to support the expansion. Just over a dozen have rejected the plan as a costly and unnecessary government program and more are expected to decide whether to back the expansion in coming weeks, as they roll out budget proposals for the new year.

Even as state Medicaid programs fail to reach large numbers of the country's poor, Kaiser reported that nearly all states are pressing forward with federally funded technological improvements to streamline their Medicaid enrollment systems and provide online access under the healthcare law.

As of January 1, 37 states had an online application for Medicaid or the federal program for children, up four from a year earlier. Twenty-eight states now allow families to renew their benefits online, an increase of eight since the start of 2012.

"On balance, states made more positive improvements than adverse changes (in 2012), often capitalizing on technology to gain administrative efficiencies and reduce paperwork," the Kaiser survey said.

When Meili and Lisette first met, they bonded immediately, forming a fast friendship and becoming practically inseparable. But according to Meili, Lisette became controlling and manipulative, ultimately turning Meili from BFF to unwitting accomplice in some extremely dangerous and illegal activities. Next thing she knows, she's charged, convicted and sitting behind bars.

While I don't know too many women who can say their "frenemy," a person who says she's a friend but acts more like an enemy, has landed them in the clink, many -- including myself -- can relate to having a friendship with someone who's more than a little toxic.

Take my former friend, Jennifer*, for example. As 20-something singles, she was the perfect compadre. She'd somehow get us into the best parties, could score a reservation at the hippest new restaurant and would flip an ordinary Monday night onto its head and make it feel like the biggest night of the year. But as the years -- and a bit of maturity -- began to change us (as it often does), it was beginning to become clear that our relationship had shifted and we longer found ourselves on the same path.

As we headed into our 30's, my friend turned apathetic toward my new marriage and was visibly uncomfortable with my impending motherhood. She'd fall off the face of the earth -- that is, unless she were experiencing her crisis du jour. Then, I would suddenly become the most important thing in her life, earning me two-hour phone calls and impromptu late-night unannounced visits.

And while I would resist the idea that having kids had changed me even a little bit, like so many other things in my life (see: shaving my legs), I no longer had the time or energy for my job as her personal, unpaid therapist. I had limited time for even my mutually-fulfilling friendships.

So, for the first time in my life, I broke up with a friend.

My story isn't uncommon. In fact, bring up the topic at a party or in the carpool lane at school and women will come out of the woodwork to share "breakup" stories. Childhood friends, former roommates, an ex-sister in law... some hardcore, long-term friendships have dissolved, creating a messy situation. But, for the most part, the breakup has ultimately left the "dumper" with no regrets, just a feeling of relief.

But how do you know whether a friendship is just going through a rocky phase or it's time to throw in the towel? Stacy Kaiser, relationship expert and author of How to Be a Grownup, says it's actually quite easy to determine whether a friendship is worth fighting for.

3 Signs It's Time to Break Up

? You get very little back (or nothing) for what you give -- it's very one-sided.

? You spend too much time gossiping about her. If she's the topic of conversation on a regular basis and has you so frustrated that you can't even think straight, that's a big, red flag.

? You've already gone a round (or two) and forgiven her in the past. There comes a point when you realize it's a pattern and it's not going to change.

OK, so now you've decided the breakup has to happen, but how to you do it? Kaiser says if you're feel like the relationship has run its course, the only thing left is to be clear and honest -- but also kind and respectful. Because while it's important to make decisions that best fit your own life, don't lose your dignity in the process by hitting below the belt.
